Strip the Israel integration section from the NDAA

As of 2026-11-04. The House and Senate passed different FY27 NDAA texts and a conference committee is writing the single report both chambers will vote on. The integration section is House §219 and Senate §1217 VERIFY: section numbers against the enrolled text. Conferees are meeting now and staff are counting constituent calls before the report is filed. Once it is filed it is voted on without amendment, so the useful moment for a call is before filing. Floor cloture on the Senate motion to proceed failed 50-46 on 2026-07-14 VERIFY: senate.gov roll call; the amendments to strike §1217 were never voted on.

• 2026-10-01: our window opens.
• 2026-11-04: conferees meeting; calls are being tallied.
• 2026-12-10: conference report expected VERIFY: placeholder date, set it when the report is scheduled.
• After filing: one up-or-down vote in each chamber, no amendments. The next goal ("Vote no on an NDAA report that keeps the integration section") opens when this one closes.
• 2026-12-31: our window closes.

"Hello, I'm a constituent from [your town]. The NDAA conferees are deciding whether to keep the Israel integration section, House §219 and Senate §1217. Please ask them to drop it. If it is still in the report, I'm asking [Rep./Sen. name] to vote no on the report. Can you tell me where the member stands, or take my name and number so the member can answer?"

• "The member supports Israel's security." This is not a call about the level of aid. It is about one section that ties US forces to joint operations and munitions pipelines with Israel. Ask for a position on that section.
• "It's too late; the bill already passed." Both chambers passed different texts; conferees can still drop the section. After the report is filed the only lever left is a no vote on the whole report.
• "The member can't commit before the report exists." Ask them to tell the conferees now, and to say whether a report that keeps the section loses their vote. A stated "undecided" is still a position we record.
• "Call a conferee instead." Conferees hear most from their own constituents. Ask your member to relay the request to them VERIFY: the conferee list; it is not in data/ yet.

The conference report is filed without the integration section. A rewrite that keeps the joint-operations or munitions provisions is not a win until the text is read VERIFY: compare against §219 and §1217. Short of that, a member who states publicly that they will vote no on a report that keeps the section is a win for your call.
